This decay stems not from open conflict but from a quiet "rot" as key diplomatic and defense positions remain vacant and experienced personnel are dismissed. The loss of institutional capacity and personal relationships threatens to unravel the complex collaboration needed for joint security and to respond to new threats. To reverse this trend, the U.S. must look beyond presidential statements and utilize other avenues, such as congressional action and state-level partnerships, to fortify these vital alliances.
