The United States has developed critical AI supercomputing infrastructure through its 'Genesis Mission' but has effectively locked out its AUKUS allies from accessing it. While American companies have been given structured access, partners like Australia and the United Kingdom are left with vague promises of collaboration. This policy fragments allied innovation and undermines the AUKUS partnership's goal of competing with China in advanced technologies like quantum computing and autonomous systems. The proposed solution is to extend the Cooperative Research and Development Agreement authorities, already established for U.S. industry, to AUKUS partners to enable integrated capability development.
