Senior British judges have clarified the legal limits on UK intelligence agencies' cooperation with foreign partners who use torture. The ruling from the Investigatory Powers Tribunal states that officials must not play any active role in encouraging or facilitating it, such as providing questions when they know abuse is occurring. This landmark decision stemmed from a case brought by two Saudi nationals detained at Guantanamo Bay who alleged British complicity in their mistreatment by the CIA. While the tribunal acknowledged the men suffered "brutal interrogation," it ultimately found that the UK agencies acted within their legal powers and rejected the detainees' claims.
