The Trump administration has given Immigration and Customs Enforcement (ICE) broad new powers to indefinitely detain lawful refugees who have not secured permanent residency. According to a new government memo, ICE can now arrest refugees for "rescreening" if they do not obtain a green card within one year of their arrival. This policy is a significant departure from the previous administration, which did not consider failure to get a green card a basis for detention or removal. The memo, revealed in a federal court filing concerning a case in Minnesota, states that refugees can be stripped of their legal status and deported if they raise "red flags" during these new examinations.
