The Primes Aren’t the Real Bottleneck in U.S. Weapons Production

U.S. weapons production backlogs are not caused by large prime contractors but by the financial fragility of the thousands of smaller Tier-2 and Tier-3 suppliers. These firms produce critical, specialized components but are often capital-constrained, operate on thin margins, and cannot easily expand capacity to meet surging demand. Over the past decade, the number of these small business suppliers has declined significantly, creating single points of failure throughout the defense industrial base. Because these suppliers are deeply embedded in programs through lengthy qualification processes, they cannot be easily replaced, and issues deep in the supply chain often cause major delays. Addressing the financial instability of these lower-tier manufacturers is essential to solving production bottlenecks.
