The Greatest Threat to Acquisition Transformation Is Fear

The Department of Defense’s acquisition system is pathologically risk-averse due to an engineered culture of fear. This system incentivizes compliance, documentation, and career survivability over speed and meaningful results, causing delays in fielding capabilities. Despite numerous reform efforts over decades, the process has only gotten slower because the underlying incentives that reward caution and punish deviation remain unchanged. True transformation requires a structural redistribution of risk and consequence, as reform dependent on the heroic efforts of individuals is not sustainable.
