Israeli arms manufacturers have received millions of euros from European Union civilian research programs like Horizon Europe, despite a strict EU ban on funding military or dual-use research. Public records show companies such as Israel Aerospace Industries (IAI) and Elbit Systems have been awarded grants for projects designated as civilian. For example, between 2014 and 2025, projects involving IAI received over $15 million from these EU funds. This occurs even though these companies produce weapons and surveillance technology used in conflicts like the one in Gaza and the occupation of the West Bank, raising questions about the application of EU funding rules.
