At the same time, slow and overly broad foreign investment screening discourages capital from friendly nations, even as Chinese entities find sophisticated ways to bypass reviews. A better approach involves creating a fast-track investment process for allies, placing stricter restrictions on adversaries, and clarifying export rules to protect national security without stifling innovation.
