Every Soldier a Software Builder: Governing the Army’s New Digital Workforce

The U.S. Army's adoption of powerful data platforms has unintentionally created a new digital workforce of 'soldier-developers' who can build their own software tools. This new capability presents a governance challenge, risking duplicated efforts and the loss of promising innovations without a clear management system. A proposed three-level model suggests a framework for managing this ecosystem, starting with local tool building, moving to an evidence-based review, and culminating in enterprise-level integration for proven solutions. This approach shifts from predicting software needs to observing actual usage, allowing the most effective, soldier-built tools to be identified and scaled across the force.
