Every Soldier a Software Builder: Governing the Army’s New Digital Workforce

The U.S. Army has unintentionally created a new class of "soldier-developers" by fielding powerful data platforms that also allow personnel to build their own software tools. This new capability creates a governance challenge, risking duplicated effort and the loss of valuable, user-driven innovations. A proposed three-tiered governance model would manage this new ecosystem by allowing local experimentation, using data to identify promising tools, and providing a clear path for successful solutions to be scaled across the force. This evidence-based approach shifts from predicting software needs to observing what tools soldiers actually build and use to solve real problems. The system aims to harness bottom-up innovation while ensuring valuable tools are sustained and integrated as official Army capabilities.
