Bulgarian authorities have been found responsible for the deaths of three Egyptian teenagers who perished from hypothermia near the country's border with Turkey. A new report from Frontex, the EU’s border agency, concluded that officials received multiple alerts from rescue groups about the boys' life-threatening situation. Despite having sufficient information and knowing the minors' location, the authorities failed to implement adequate rescue measures in time. The report also found it was likely that officials actively interfered with and obstructed the search and rescue attempts by the volunteer groups, a violation of the right to life.
